On 29 November 2013, Guangzhou International Maritime Law Seminar 2013 was successfully held at Guangzhou Pearl River Hotel. This seminar was jointly hosted by Guangdong Lawyers Association, the Shipping Law Committee of China Maritime Law Association, the Marine Insurance Committee of China Maritime Law Association, and the Marine Transportation Regulations Research Council of China Institute of Navigation, co-organized by the Maritime Law Committee of Guangdong Lawyers Association and organized by Yang & Lin Co. Law Firm.
541 leaders, experts, scholars and guests from the courts such as the Supreme People’s Court, Guangdong Higher People’s Court, Hainan Higher People’s Court, Guangzhou Maritime Court etc.; the Justice Department of Guangdong Province, the Justice Bureau of Guangzhou, from the MSAs such as Guangdong MSA, Shenzhen MSA and Guangzhou MSA, from the shipping companies such as Guangdong Lawyer Association,, from China Ocean Shipping (Group) Company (COSCO) and its affiliated companies, China Shipping (Group) Company and its affiliated companies, Evergreen Marine Co., Ltd (Taiwan) and Wan Hai Lines Ltd (Taiwan)etc.; from the insurance companies such as PICC, CPIC and Ping An Insurance Co. of China Ltd. etc., from the P&I clubs such as Korean Shipping Association and London P&I club etc., from universities and colleges like Dalian Maritime University and Shanghai Maritime University; from the companies or units closely related to shipping industry such as, port enterprises, salvage system, shipyards, environmental protection department, maritime law firms, agent companies and survey companies etc. have registered for this seminar, and more than 460 people have attended the seminar. Both the number of people attending the seminar and the number of units attending the seminar are the largest among all the seminars on maritime law.

This seminar is the first time for a leader from the Justice Department of Guangdong Province to deliver a speech on a maritime law academic seminar, it is also the only meeting Mr. Liang Zhen--the deputy director-general of the Justice Department of Guangdong Province--attended among those held by the committee of Guangdong Lawyers Association in 2013.
The seminar is divided into four parts. Mr. Fu Xiaoqiang-- judge of the Civil Trial No. 4 Tribunal of the Supreme People’s Court, Mr. Wang Jianping--deputy director of No.4 Civil Trial Tribunal of Guangdong Higher People's Court, Mr. Deng Yufeng--director of Maritime Trial Tribunal of Guangzhou Maritime Court, Mr. Fang Tonglin--senior supervisor for maritime investigation of Navigation Management Department of Guangdong MSA, Mr. Colin Y F Yang--director of Yang& Lin Co. Law Firm, Mr. Xu Guangyu--director of Guangyu & Co. Law Firm and Mr. Ren Yanbing--deputy director of Yang& Lin Co. Law Firm each made the speech concerning hot issues and difficult issues of current theory and practice of maritime law, including the understanding and interpretations of The Provisions on Several Issues Concerning the Trial of Cases of Disputes over Marine Freight Forwarding, Legal Issues on Disputes Over Marine Insurance, Legal and Legitimate Thoughts during Maritime Trial, Maritime Investigation and Marine Traffic Safety, Analysis of Accidents causing by the Transportation of Liquid-fluidization Solid Cargoes, Evidence and Legal Issues on Compensation Claims over Ocean Pollution Damage, Several Issues on Applicable Law to Contract of Domestic Waterway Cargo Carriage etc. All their speeches had received high recognition and evaluations of the attending guests.
At the closing ceremony, Mr. Chen Xikang, vice president of Guangdong Lawyers Association summarized three characteristics of this seminar. Firstly, the seminar is up-to-date. The topics discussed at the seminar were closely related to hot issues and leading edge subject of the shipping industry. Secondly, the seminar is of practical value. Combining their years of experience in the professional fields, the speakers explained the profound professional questions in practice in simple languages, which was in strong operability and high value for study. Thirdly, the seminar is “broad”. “Broad” here has two meanings, one is the scope of discussion and the scope of people attended, content of the seminar concerns every aspects of maritime affairs, which enlightens people working in different fields of the shipping industry; the other is the seminar is full of feature of Guangdong. One important feature of Guangdong is prosperous by waters-involved industry. As a significant province for ocean and shipping industry, Gross Ocean Product of Guangdong has reached 1.1 trillion in 2012, which was the top of the country. Oceanic economy has become an important growth point for Guangdong. In order to carry out the Developing Schedule of Guangdong Oceanic Economic Comprehensive Experimental Area approved by the State Council, provincial Party committee and provincial government published the Decisions of Taking Full Advantage of the Ocean Resources and Working Hard to Build A Province in Strong Oceanic Economy in 2012, confirming the goal of “laying base within 3 years, taking effect within 5 years and making huge development within 10 years”. Such move brought unprecedented development opportunity for port and shipping department as well as enterprises. “Building a province in strong oceanic economy” must have bring relevant industry upgrading. However, building an international shipping center require not only hardware from port and shipping enterprises but also, the more important software from maritime legal service. From the trend of maritime trial in Guangdong recently, no matter in field of justice or maritime legal service, Guangdong has reached to certain height.
Mr. Chen Xikang emphasis that by mutual effort of all the participants, especially the excellent speeches by the leaders and guests, we have a panorama understanding of the latest development of maritime theory, justice and practice both home and abroad; the seminar also promote our study of maritime law issues, enhance our communication and reach a desired result. The seminar is a great success.
Mr. Chen Xikang appeal to all of us, saying “the time grant us higher expectation, the way ahead is long and has no ending, let us work hard together, keep studying and researching, make it professional and proficient, to build a international brand for Guangdong maritime justice and legal service!”
