On 25 November 2011, Guangzhou International Maritime Law Seminar 2011 was successfully held at Guangzhou Pearl River Hotel. This seminar was jointly hosted by the Marine Transportation Regulations Research Council of China Institute of Navigation, the Transportation Department of China Ocean Shipping (Group) Company, the Law School of Shanghai Maritime University and Guangdong Shipowners’ Association and organized by Yang & Lin Co. Law Firm. Over 360 people from the courts such as The Supreme People’s Court, Guangdong Higher People’s Court, Guangzhou Maritime Court, Haikou Maritime Court and Wuhan Maritime Court etc., from the MSAs such as Guangdong MSA, Shenzhen MSA and Guangzhou MSA etc., from the shipping companies such as COSCO and China Shipping etc., from the insurance companies such as PICC and CPIC etc., from the P&I clubs such as CPI, UK, Gard, Swedish, Skuld and TT-Club etc., from the units such as universities and colleges, arbitration commissions, environmental protection department, department of fisheries, salvage bureau, pilotage companies, shipyards, ports, waterway bureau, maritime law firms, agent companies and survey companies etc. have attended this seminar. Both the number of people attending the seminar and the number of units attending the seminar are the largest among all the seminars held by the Marine Transportation Regulations Research Council of China Institute of Navigation.
The deputy chief judge of The Civil Trial No. 4 Tribunal of the Supreme People’s Court, the vice-president of CMLA, the deputy director of the China Maritime Arbitration Commission, the honorary chairman of the Marine Transportation Regulations Research Council of China Institute of Navigation Mr. Wang Yan Jun addressed the meeting in the opening ceremony. The chief legal counsel of China Ocean Shipping (Group) Company and the honorary chairman of the Marine Transportation Regulations Research Council of China Institute of Navigation Mr. Liu Guo Yuan gave an opening speech in the opening ceremony. The president of Guangzhou MSA Mr. Tan Yong Lie, the deputy general manager and chief legal counsel of China Shipping Development Co., Ltd Tramp Co. Mr. Chen Bin, the deputy general manager of the Marine Cargo Insurance Department of PICC Property and Casualty Company Limited and the vice-chairman of the Marine Transportation Regulations Research Council of China Institute of Navigation Mr. Feng Jian Hua respectively addressed the meeting in the opening ceremony. The opening ceremony was presided over by the director of Yang & Lin Co. Law Firm Mr. Yang Yun Fu.

This seminar was divided into four sections. The chief judge of the Civil Trial No. 4 Tribunal of Guangdong Higher People's Court Mr. Lin Guang Hai, the chief judge of Guangzhou Maritime Court Mr. Ni Xue Wei, the deputy chief judge of the Admiralty Tribunal of Guangzhou Maritime Court Ms. Song Wei Li, the deputy director of the Risk Control & Anti-pollution Department of Guangdong MSA Mr. Zhang Yi Sheng, the lawyer of Reed Smith Richards Butler Mr. Li Lian Jun and the director of Yang & Lin Co. Law Firm Mr. Yang Yun Fu respectively made speeches on the hot and difficult issues and forward researches in the maritime/admiralty theory and practice such as New Development of Guangdong Maritime and Admiralty Judgment, Ship Arrest and Guarantees, Ascertainment of Vessel-induced Oil Pollution Damage, New Requirements of Ship’s Anti-pollution Management, Piracy and Relevant Legal Issues, Earning Loss and Relevant Issues Caused by Ships’ Collision. The speakers were highly praised by the attendees.

In the end, the seminar finished successfully in the beautiful Pearl River night.

The important meaning of this seminar: this seminar will greatly push forward the settlement of the hot and difficult issues and forward researches in the current maritime/admiralty theory and practice.
