On 27 and 28 June 2018, Guangzhou MSA held a systematic training of maritime investigation for the whole administration. Huang Mutan the vice director of Guangzhou MSA delivered an important speech on the opening ceremony. Over 50 people from the MSA Command Center and 10 more maritime departments participated in the training.

Director Yang Yunfu was invited by the MSA to give a lecture entitled “Analysis on Relevant Issues of Maritime Investigation” in the training on 28 June. Director Yang related to his rich experience of 27 years in maritime investigation and legal practice, and typical cases he represented when making detailed analysis on relevant issues on maritime investigation from 5 aspects——1) maritime investigation and evidence collection, 2) liability for vessel collision, 3) investigation of ten typical accidents, 4) notes on writing investigation report and letter of liability affirmation, and 5) emergency response (wreck removal, oil removal and pollution prevention). The attendees spoke highly of director Yang’s lecture.
