On the morning 28 March, a forum on work about targeted research to ASEAN maritime administration laws (the first paid cooperation between Guangdong MSA and Guangdong Lawyers Association) was held in the meeting room of Yang & Lin Co Law Firm. Division chief of Guangdong MSA Li Huawen, Director Xu Jintang of International Shipping Law and Policy Research Center of South China Normal University and his team, as well as the project team led by group leader of the Belt and Road Legal research center service group of Guangdong Lawyers Association Professor Lin Cuizhu and Director of the Maritime Law Committee Mr. Yang Yunfu had an in-depth discussion over the preliminary result of the China-ASEAN maritime administration laws target research.

In the forum, group leader Professor Lin Cuizhu mentioned when reporting preliminary work that the biggest difficulty of this project is how to get access to the marine departments of five ASEAN countries directly and acquired the first hand material. The project team made use of lots of personal connection and their long term friendly cooperation with law firms in these five countries, and finally got contact with the marine departments and made appointments of the visits and investigations., Led by Professor Lin Cuizhu, team members went to Singapore, Malaysia, Philippines, Vietnam and Indonesia for field research in November 2017 and January 2018. The group met with officers of the marine departments and carried out investigations, acquiring lots of first hand English materials. After months of hard work, the group translated all the key messages. By resources consolidation the group finished the research and bound them into book form.

Li Huawen, Division chief of Guangdong MSA, made comments on the program’s achievements
Division chief of Guangdong MSA Li Huawen gave a high praise to the groups achievements including acquisition of lots of first hand materials and the great deal of translation work. He encouraged the group to overcome the difficulties and to make further study and analysis to the materials, to generalize the maritime administration systems of these countries, to mark out the advantage and disadvantage of their laws and regulations and to compare them with our current laws and regulations. He commented that we could take the essence and discard the dregs, based on these research we could bring out particle suggestions to improve maritime administration system and to amend relevant laws and regulations. Mr. lee spoke highly of the attitude and quality of work by the project group.

As an expert of domestic maritime law, he highly praised the group achievements including acquisition of lots of raw materials and the great deal of translation work. In the meantime, he declared International Shipping Law and Policy Research Center of South China Normal University would offer academic assistance and support to the research. With the participation of his team, the following research and analysis will have a solid academic ground that can greatly push and accelerate the completion of the research.
